The nationally accredited unit Provide Responsible Service of Alcohol is generally what the liquor authorities require all staff involved in the sale or service of alcohol to complete. There are some exceptions to this - in South Australia not all staff need the RSA certification, managers and supervisors only need to do RSA training and then this is one of three parts in the application process in becoming an Approved Responsible Person.
In Queensland, New South Wales, Tasmania and the Australian Capital Territory the individual liquor governing bodies must accredit the RTO before they can provide the RSA training legitimately in that state or territory. I.e. in Queensland the State's Office of Liquor Gaming and Racing (OLGR) must accredit each RTO that is providing RSA training in Queensland, if an RTO is not accredited by OLGR it is unable to provide a QLD RSA certificate.
In Western Australia and the Northern Territory the Statement of Attainment, RSA certificate, for completing the unit Provide Responsible Service of Alcohol obtained in any Australian state or territory is an acceptable RSA qualification. In Victoria the completion of the RSA training unit in any Australian state or territory, coupled with the completion of the State's Director of Liquor Licensing's free, Victorian-relevant online 'refresher' course in an RSA certification.
The RTOs can provide the training online or in face-to-face classes. Online courses take up to three hours to finish, while the face-to-face classes can take between three and six hours to complete. Online training will be better suited to people who appreciate self-directed learning, want to complete the training in different sittings or don't have time, with existing commitments, to attend an in person RSA course.
The face-to-face RSA training will be better suited to someone who appreciates the traditional classroom setting learning environment and prefers to have the training provider physically in the room to ask questions of, etc. Online there are live help chat options and email contacts but this may not be suited to someone who has a learning disability or is unfamiliar with computers.
There are checks and balances in place to ensure that your RTO can provide the training you require for your state or territory of work. Each liquor authority, i.e. Queensland's OLGR maintain an online list of all Queensland accredited RTOs and the National Training Information Service (NTIS) also provides this information.
The RSA training teaches how to responsibly prepare and serve liquor, how to encourage responsible drinking and when it's appropriate to refuse someone service.
